Sandra Sampey Identified as Bicyclist Killed in Fatal Elgin Crash
Police in Elgin have identified Sandra Sampey of Bartlett as the bicyclist who was fatally struck by a hit-and-run driver in the west suburb on Tuesday. Lance C. Neal of Elgin was arrested and charged with reckless homicide for his alleged involvement in the incident.
According to the Elgin Police Department, the first collision occurred at approximately 4 p.m. on July 28 in the area of East Chicago Street and Villa Court. Neal, 28, reportedly struck a vehicle and then fled the scene. The victim of that crash followed him and waved down a police officer on Raymond Street who continued the pursuit. Neal continued to flee south at a high rate of speed and the officer gave up pursuit, sources indicate.
At Raymond and Purify Drive, Neal purportedly lost control of his car and struck two cyclists. He then abandoned his car and ran off on foot. He was apprehended by police about two hours later.
Sampey, 52, was one of the bicyclists Neal struck. She was rushed to an area hospital, where she was pronounced dead. The other bicyclist, only identified as a 58-year-old Bartlett man, reportedly remains hospitalized in critical condition.
Neal is still in police custody. He faces a felony count each of failure to report an accident causing death, aggravated fleeing, reckless homicide, and driving without insurance. He was ordered held on $1,000,000 bail.
Since preliminary reports indicate that Neal was liable in Tuesday’s collision, Sandra Sampey’s family may be entitled to a wrongful death claim. With the assistance of an attorney, the families of wrongful death victims can legally seek compensation for loss of companionship, funeral expenses, and emotional distress following an accident.
