Negligence is the basis of premises liability laws. Negligence can be proven if you can prove that the public entity owed you, an invitee or licensee, a duty of care, that duty was breached, and you suffered injuries and/or damages as a direct result. If the public entity acted negligently, then they can be held liable, with a few changes.
