Who is IC System, Inc.?

IC System is a debt collection agency based in Saint Paul, Minnesota. IC System was first founded over 80 years ago and has been accredited with the Better Business Bureau since 1992, but has received over 600 BBB complaints from consumers within the past three years, over 400 of which are for billing/collection problems.Consumers allege harassing phone calls, wrongfully damaging consumers’ credit reports based on mistaken identity, and a common pattern of failing to validate alleged debts which the targeted consumers claim to be false.

IC System, Inc. Lawsuits

If you want to know just how unhappy consumers are with IC System, take a look at the number of lawsuits filed against the agency on the Public Access to Court Electronic Records (“PACER”). PACER is the U.S.’s federal docket which lists federal complaints filed against a wide range of companies. A search for IC System will display over 370 lawsuits filed against the agency across the United States for violations of consumer rights and/or the Fair Debt Collection Practices Act (FDCPA).

IC System, Inc. Complaints

The Fair Debt Collection Practices Act (FDCPA) is a federal law which applies to everyone in the United States. In other words, everyone is protected under the FDCPA, and this Act is a laundry list of what debt collectors can and cannot do while collecting a debt, as well as things they must do while collecting debt. If IC System is harassing you over a debt, you have rights under the FDCPA.

The Telephone Consumer Protection Act (TCPA) protects you from robocalls, which are those annoying, automated, recorded calls that computers make all day long. You can tell it’s a robocall because either no one responds on the other end of the line, or there is a delay when you pick up the phone before a live person responds. You can receive $500 per call if IC System violates the TCPA. Have you received a message from this agency that sounds pre-recorded or cut-off at the beginning or end? These are tell-tale signs that the message is pre-recorded, and if you have these messages on your cell phone, you may have a TCPA case against the agency.

The Electronic Fund Transfer Act (EFTA) protects electronic payments that are deducted from bank accounts. If IC System took unauthorized deductions from your bank account, you may have an EFTA claim against the agency. IC System, like most collection agencies, wants to set up recurring payments from consumers; imagine how much money it can earn if hundreds, even thousands, of consumers electronically pay them $50 – $100 or more per month. If you agreed to this type of reoccurring payment, the agency must follow certain steps to comply with the EFTA. Did IC System continue to take electronic payments after you told them to stop? Did they take more money from your checking account than you agreed to?  If so, we can discuss your rights and potential case under the EFTA.

The Fair Credit Reporting Act (FCRA) works to ensure that no information reported to your credit report is false. In essence, it gives you the right to dispute those inaccuracies that you find on your credit report. We’ve handled many cases in which a debt collection agency reported debt on a consumer’s credit report to obtain leverage over the consumer. If IC System is on your credit report, they may tell you that they’ll remove the debt from your credit report if you pay it; this is commonly known as “pay for delete.” If the original creditor is on your report rather than the debt collector, and you pay off the debt, both entities should accurately report this on your credit report.

Several states also have laws to provide its citizens an additional layer of protection. For example, if you live in California, Florida, Michigan, Montana, North Carolina, Pennsylvania, Texas, or Wisconsin, you may be able to add a state-law claim to your federal law claim above.  North Carolina, for example, has one of the most consumer-friendly statutes in the country: if you live in NC and are harassed over a debt, you may receive $500 – $4,000 in damages per violation. If you live in North Carolina and are being harassed by a debt collector, you have leverage to obtain a great settlement.

How do we Use the Law to Help You?

We will use state and federal laws to immediately stop IC System’s debt collection. We will send a cease-and-desist letter to stop the harassment today, and if IC System violates the FDCPA, EFTA, FCRA, or any state law, you may be entitled to money damages. I successfully fought this charge with Bank of America with FULL documentation that zero dollars were due. I have successfully fought… this charge with two other collection agencies. Had IC Systems notified me, I would have requested verification AND replied to that verification with the same documentation as I have three times in the past proving that this debt is NOT owed. I owe the OC nor IC System any money. This needs to be deleted from all three of my credit bureau reports.”

Cases We’ve Handled against IC System, Inc.

IC System, Inc. – In March 2016, Joshua of Milwaukee County, Wisconsin, pursued a claim against IC System for violations of the Fair Debt Collection Practices Act (FDCPA) and Telephone Consumer Protection Act (TCPA). Complaints included harassing phone calls, failure to identify as a debt collector when contacting the plaintiff, and “harassing, oppressive, or abusive” conduct when attempting to collect debt. The case resolved in April 2016 and Joshua was pleased with the results.
  2. Jason P. v. IC System, Inc. – In April 2016, Jason of Maricopa County, Arizona, pursued a claim against IC System for violations of the Fair Debt Collection Practices Act (FDCPA) and Telephone Consumer Protection Act (TCPA). Complaints included harassing phone calls, “harassing, oppressive, or abusive” conduct when attempting to collect debt, and unlawful use of pre-recorded phone calls. The case was resolved in May 2016 and Jason was happy with the results we obtained for him
  3. Heather H. v. IC System, Inc. – In March 2015, Heather of Snohomish County, Washington, brough a claim against IC System for violations of the Fair Debt Collection Practices Act (FDCPA). Complaints included “harassing, oppressive, or abusive” conduct when attempting to collect debt and wrongfully mailing a collection letter to the plaintiff’s place of employment. The case was resolved in July 2015 and Heather was happy with the outcome.

Can IC System, Inc. Sue Me?

Although anyone can sue anyone for any reason, we have not seen IC System sue consumers, and it’s likely that the agency does not sue because they don’t always own the debt they are attempting to collect, and would also need to hire a lawyer, or use in-house counsel, to file a lawsuit. It’s also likely that the agency collects debt throughout the country, and it would be quite difficult to have lawyers, or a law firm, licensed in every state. However, there are collection agencies that do sue consumers; for example, Midland Credit Management is one of the largest junk-debt buyers, and it also collects and sues on debt. Still, it is less likely for a debt collector to sue you than for an original creditor to hire a lawyer or collection firm to sue you. Can IC System, Inc. Garnish my Wages?

No, unless they have a judgment. If IC System has not sued you, then the agency cannot get a judgment. Barring limited situations (usually involving debts owed to the government for student loans, taxes, etc.), a company must have a judgment in order to garnish someone’s wages. In short, we have not seen this agency file a lawsuit against a consumer, so the agency cannot garnish your wages, minus the exceptions listed above. Hello, I have a Credit Karma account and regularly check my credit score...I have worked hard to keep good credit...I went on the account a couple of days ago and was shocked to see that my credit report had dropped 33 points and now had a collection listed on my report. I have no delinquent accounts and keep minimum to 0 balances on my credit cards. It listed a company called IC Systems and the collections was for Cox Communications. My wife and I had a Cox account for over 8 years recently with an impeccable payment history. Cox Communications said that it was an account from 24 years ago that IC Systems purchased from them...I told Cox I did not owe the amount and they verified that... saying they would delete the account and send me an email verification. So some how IC Systems has charged me with owing $114 dollars from 24 years ago (1993). I would never have been able to keep a Cox Communication account with this delinquency. I do not owe this bill yet IC systems has taken it upon themselves to charge me with a supposedly 24 year old account, knock my credit report down 33 points, and leave me with an open collection on my credit report that I do not owe. No phone call, no letter, no warning, nothing... Thank you, Tim Boudreaux

Just got a call on my cell from 703-291-9034 today, 03/10/2017. No name on caller ID but it showed it was from Virginia. Within 2-3 minutes later go a call on my home phone number which is unlisted from the same number, 703-291-9034. My home phone caller IT said it was from IC System. I don't know who they are or why they were calling.

I believe I contacted you about 2 months ago because IC systems kept calling. I was told to ask them to stop, which I did. Now, they have called 3 times today. What details do you need ? I don't know other than I asked them to stop calling me and they did for a few months now they are back at it and it's harrassment!

IF I owed eBay money and some random lady call me in order to pay it today... I remember I owed eBay 35$, not even 35 because I think they trying to make me pay fees of things I didn't sell, and 10 minutes ago I was on the phone with a woman named Daniel. SHE was telling me I have to pay it today and ask me if I can do a one time payment!

Wow, that was pretty fast. Hi, Daniela. I'm actually just looking for a little help in how to deal with a debt collecting agency. Particularly IC System. although there isn't a whole lot of detail to go into. At a point, at least 2 years ago now, I bought a guide to make some income online, which consisted mostly off immoral methods under the pretense of being legal. Particularly, it was teaching the ways of misleading sales on Ebay. Anyway, I had an account suspension for a long while but all of the debt I incurred from people demanding refunds was paid in full. I even called and explained the situation and the account is now reinstated completely. I have no outstanding balance by any means, and I've just received a letter in the mail today from IC System about an alleged $37 debt that has been passed to IC System for collections!

Debt Collection Harassment caller driving me crazy. I moved from Fl to SC last Oct..I called to stop my Verizon phone ..,they dropped the ball and did not turn my phone off and kept billing me ..I just found out not too long ago because it was turned over to this collection agency for over 200,00..I told them I did not owe that bill they were rude to me and told me I had to settle it with them because Verizon no longer handled it..they call at least 3 plus times a day I work all night long and try to sleep during the day they callnmy work number and I have asked them not to and they tell me they can call me at any number that they can reach me at...very rude people ..Inhave since worked this out with Verizon and they recognized their mistake and are sending me a final bill of around 70.00..yet these people keep calling driving me crazy. maybe that Verizon said that I could handle the final payment with them and not IC systems!

the number I C systems contacted me from was 307 -316-7512 /... Please pass this on to Britany. I just spoke with Brittany. IC systems has called again . They will not stop calling . this happened once before and it lowered my credit score . after a police report and several corresspondences I thought this nightmare was over . Please help ? I Am not the person they are seeking ...... I have never lived in Texas. They are vague about their business . And are probing for personal info. They also hang up on me . Can I stop these calls without a police report!

They will not stop calling . this happened once before and it lowered my credit score . after a police report and several corresspondences I thought this nightmare was over . Please help ? I Am not the person they are seeking ...... I have never lived in Texas. They are vague about their business . And are probing for personal info. They also hang up on me . Can I stop these calls without a police report ??I have no outstanding debts anywhere!

Have you received anything in writing from IC System? Is IC System on your credit report? You can answer the phone, or call them, and ask them why they are calling you. In early 2019, IC Systems (reference # 218715847-1-69) dunned me for $62 on behalf of RCN for services never rendered during a period after I had already closed my RCN account because of their fraudulent billing practices. IC insisted that I pay RCN and refused to provide evidence that any amount was actually owed. Instead, IC published a defamatory report to credit reporting agency Experian. I contacted RCN, which agreed that it had erroneously billed for services not rendered and agreed to repair its records. IC still did not remove the defamatory credit report. When I asked Experian to intervene, it contacted IC, which ended its collection and removed its derogatory report. In early 2020, however, the same $62 claim resurfaced; and IC is now trying to collect it. IC also renewed its defamatory posting at Experian. I called IC at the telephone number provided because IC refuses to provide an e-mail address to its collection targets. I told the representative that IC and RCN had both agreed a year earlier that the RCN claim was false and had abandoned it. I asked the representative to instruct its client RCN to correct its records or, alternatively, to provide me with evidence that I had received and not paid for services from RCN. He replied only that "RCN feels" that it is owed money and that therefore I must pay it. When I again asked for evidence, he said there was no point talking to a deadbeat and hung up on me. Again, I went to Experian to remove the defamatory credit report. Experian and IC then agreed to remove the report and did so. But in the meantime, IC sent me by post its "proof" of a debt to RCN. That evidence consisted only of a 2018 invoice issued long before RCN acknowledged its invalidity in 2019 and agreed to remove all charges. I expect IC to return year after year with this bogus claim. These people should be put out of business and prosecuted for mail fraud. Can you stop them? Can you jail them? Can you make them pay, and how much? How can I help?

I have been fighting this collection for 3 years and since IC has gotten it, they have refused to remove it. I sent them all the emails showing I paid and closed the account but they still refuse to remove it.

Hello, I\'m getting mails from IC Systems about a debt that I owe in $480.00. This is regarding a childcare fee that was overcharged from my account. I did contact the daycare to get a refund but didn\'t get it within 3 weeks. Then I opened a dispute with my bank and got the refund. Now IC Systems tries to get the refunded amount plus $20 fee from me on behalf of the daycare, showing incorrect billing information (it includes daycare fees during the period when my child was not attending the preschool). Please help me understand my options here. Thank you!

IC Systems has reported a collection to credit. I don\'t owe this account. I disputed it with the original creditor and have emails between me and the CEO of TMobile. It is impacting my ability to get credit so I have suffered damages in the range of about $300k. I would like to file suit.

IC Systems is trying to collect $115 for Charter Communications. I terminated my non-contracted service with them in December of 2020 due to poor service/unstable internet. Since I couldn\'t get a direct answer for what I owed up to the date my service ended, I estimated what I owed them. They CC is claiming I owe them for the entire month of service, even if i didn\'t use them and I had another provider. They have now placed that debt on my credit report and Transunion will not remove it after I disputed it. I don\'t believe any company can charge for services no longer used and to do so seems to be illegal as they are trying to make a person pay for 2 services for whatever time is left on the current month.

IC system text message sent to me around august 7th 1234pm with a link to view something. Today I see its on my credit report. I received nothing in the mail I have informed delivery and I went back far and I dont see letter from IC systems. I gave me till a certain date.
